About UXOcean
UXOcean provides specialist marine UXO and subsea ordnance risk services to offshore energy and construction projects operating in complex, regulated environments.
We were formed to bring together deep technical understanding of ordnance risk with practical, delivery-focused offshore capability. Our work supports clients working in near-shore and offshore environments where safety, control and clear decision-making are critical to successful project delivery.
Military Ordnance Disposal
The experience behind UXOcean has been built over decades of work in demanding military and commercial marine environments.
This includes extensive operational experience within explosive ordnance disposal roles, where safe working practices, disciplined planning and clear command structures are essential. That background shapes a detailed understanding of ordnance behaviour, risk assessment and mitigation planning, and the importance of proportionate, well-reasoned decision-making when managing UXO risk.
Subsea Operations
Alongside this is a strong background in commercial diving and subsea operations. This experience brings a practical understanding of how work is carried out offshore, the challenges faced by dive and ROV teams, and the importance of preparation, communication and control when operating in complex marine conditions.
Together, these backgrounds inform an approach that is both technically robust and grounded in what can be safely and effectively delivered offshore.
Our Background
Leadership Experience
UXOcean is led by Simon Cooke and Daniel Tennant, whose experience reflects the balance between ordnance risk management and offshore delivery that underpins our services.

Simon Cooke - Chairman
Simon Cooke brings extensive experience in explosive ordnance risk assessment and mitigation strategy. Following officer training at the Royal Military Academy Sandhurst, he served for 17 years in the British Army’s Corps of Royal Engineers, including operational service with specialist bomb disposal units. As an Advanced Bomb Disposal Officer, he completed multiple deployments in complex environments before leaving the Army at the rank of Major.
In the commercial sector, Simon has supported a wide range of infrastructure and offshore energy projects, contributing to the development of UXO risk frameworks, technical guidance and best-practice approaches now widely used across the industry. His work focuses on helping clients understand risk clearly and manage it in a way that is defensible, proportionate and aligned with regulatory expectations.
Daniel Tennant - CEO
Daniel Tennant brings a delivery-focused background rooted in commercial diving and subsea operations. His experience centres on leading dive teams in challenging marine environments where safe execution, discipline and reliability are essential. He has supported a broad range of subsea activities, including marine construction, infrastructure works and UXO-related target investigation.
Daniel’s operational experience ensures that mitigation strategies are shaped by a clear understanding of offshore realities. This includes the practical considerations of dive planning, vessel operations, interfaces with construction activities and the need for clear procedures that support safe, controlled execution.
